Event Overview:

“Work Style Reform” is one of the biggest items on Prime Minister Abe’s agenda and some major changes are just around the corner. The reform’s key “equal pay for equal work” feature will be deliberated at the extraordinary Diet session this fall, with implementation of revisions in the Labor Contract Law, Part-Timer Law and Dispatch Law expected in April 2019.  

We haven’t seen reforms on this scale, involving not only part-time and irregular workers but regular workers as well. Everyone will be affected and there’s not much time to prepare for the change.

Hideto Aoki, Public Affairs Division Head at Randstad K.K., will give us a rare insider’s view of what is being discussed among the key players and the kind of outcome we can expect. He was directly involved in legislative deliberations as a member of the Ministry of Health, Labor and Welfare’s Labor Policy Council and has served for many years as a director in charge of labor policy and publicity for HR industry associations. He will talk about what “Equal Pay for Equal Work" will mean for companies operating in Japan and what steps corporate management will need to take in an environment where “irregular workers” may become a thing of the past.

Top management, HR officials and anyone hiring workers in Japan will not want to miss this timely heads-up about a vitally important topic.

About the Speaker: 

Randstad is a leading global staffing and recruitment company founded in the Netherlands and now operating in 39 countries. Hideo Aoki has served as Operating Officer of Randstad K.K. since 2011 and Head of the Public Affairs Division since 2013.  

Mr. Aoki is also Vice President of the Japan Production Skill Labor Association and played a pivotal role in founding the Japan Association of Human Resource Services Industry (JHR). From 2013 to 2015, he was an observer member of the Employment Security Branch of the Labour Demand and Supply System Committee, Labour Policy Council, at the Ministry of Health, Labour and Welfare, where he has actively participated in debates on previous Worker Dispatch Law amendments.

働き方改革:迫り来る「同一労働同一賃金」に向けて

イベント概要:

安倍政権の掲げる「働き方改革」。3月に「働き方改革実行計画」が策定されるなど、労働政策や法改正の議論は大詰めを迎えています。今秋の臨時国会では、改革の中心テーマである「同一労働同一賃金」が取り上げられ、2019年4月の改正「労働契約法」、「パートタイム労働法」、「労働者派遣法」施行に向けて、最終的な審議が行われる見通しです。

パートタイマーなどの非正規雇用者のみならず、正規雇用者も対象となるなど、これほど大規模な労働改革は前例がありません。社会、経済のあらゆる側面への影響は必至であり、変化の波は目前に迫っています。

ACCJではこのたび、ランスタッド株式会社、パブリックアフェアーズ本部、本部長の青木秀登氏を迎え、今回の改革の内容と方向性について、最前線の視点からお話を伺います。青木氏は前回の派遣法改正に際し、労働政策審議会(厚生労働相の諮問機関)のメンバーとして政策検討に深く関与し、また、人材サービス業界の各種団体における労働政策や広報の分野で、長年にわたり主導的な役割を担っておられます。

日本で事業を行う上で、「同一労働同一賃金」の意味するところは何か。非正規雇用の概念が過去のものになろうとする中、企業はどのように環境の変化に適応していけばよいのか。
