On March 31, MHLW released a Director-General Ordinance to permit use of telemedicine in nine (9) specific care areas, including cancer and diabetes.

(http://www.mhlw.go.jp/bunya/iryou/johoka/dl/h23.pdf ) Given the acute need for medical care in Tohoku, this was a good news for Dr. Tsuji, who has promoted telemedicine for many years in government committees in Japan, and on the international stage.



As a professor of economics and expert on telecommunications policy, Dr. Tsuji has a unique background and approach to promoting telemedicine. He will share his past and current experience in the policy field, as well as provide an update on what is taking place in Tohoku.



One consequence of 3/11 has been the acceleration of the implementation of telemedicine in Japan. For anyone in the healthcare industry, the coming impact of telemedicine on the future course of medical services in Japan should be of high interest. This is an event you will not want to miss.



About Dr. Masatsugu Tsuji



Ph.D. in eLearning, Healthcare IT, Telecommunications Policy, Professor of Economics, Graduate School of Applied Informatics, University of Hyogo, and Professor Emeritus of Osaka University.



Major areas of specialty include, Economics of Information and Telecommunications. His current research focuses on economic evaluation of Telemedicine, distance education and policies on telecommunications. Dr. Tsuji was honored by the Minister of Internal Affairs and Communications for his contributions to Japanese telecommunications policy in 2007. His papers received the Best Paper Award from IEEE ICMIT2010 in June 2010, from the Japanese Telemedicine and Telecare Association in 2008 and 2009 and from Japanese Association of Medical Informatics in 2007.



Prof. Tsuji received his B.A. in Economics from Kyoto University; M.A. in Economics from Osaka University; and Ph.D. in Economics from Stanford University. He also served as visiting professor of Carnegie Mellon University, USA and National Cheng Kung University, Taiwan, and as a Board of Director, International Telecommunications Society (ITS) and Board member, CRP south.
