Japan might still be in the recovery phase from the disasters that occurred on 3/11, but reconstruction is now becoming a topic of discussion. One element is Public Private Partnerships (PPP) where government, businesses and local communities must work together, and how foreign capitalized firms can play a significant role. This presentation and panel will discuss how to participate in Japanese PPP, the differences and similarities with Private Finance Initiative (PFI), any recent laws or pending laws effecting PPP or PFI, how to get started in bidding for PPP or PFI projects in Japan, the current status of the Japanese PPP/PFI market and the types of projects in Japan now and in the future.
The panelists:
Hiroshi Maeda is a Partner of Nishimura & Asahi, specializing in project finance and PFI. He has served on a variety of appointments, including member of the PFI Promotion Committee, Cabinet Office (1999 to 2009) and Vice Chairman of the Infrastructure Subcommittee of the Japan-Australia
Business Co-operation Committee (since October 2009). In addition, since 2005, he has been a lecturer at Sophia Law School, Tokyo.
Toshio Sonoyama is Managing Director and Head of Project Finance at Nomura Securities and is responsible for infrastructure finance. Mr. Sonoyama established the Project Finance Department at Nomura in 2007 and was responsible for a number of principal investments which were successfully exited, including a power project in Asia and a natural
resources project in South America. Mr. Sonoyama was a member of the panel of the Ministry of Economy, Trade and Industry established to create the first Japan PFI law released in 1999 and went on to assist private enterprises with its implementation, including raising around USD1.5 billion in debt financing for project sponsors. He joined Nomura in 1995 as a member of Nomura Project Finance International HK, a subsidiary established in Hong Kong to develop funding options, such as those through securitization of assets, in the Asia infrastructure markets.
Damien Roberts is a partner at law firm Blake Dawson's Tokyo office. In addition to his broad corporate and M&A practice, Damien is actively involved in the resources and infrastructure industries and sits on the Planning Committee for the Australia-Japan Business Cooperation Committee's ongoing infrastructure initiative to encourage the joint delivery of infrastructure projects in Australia, Japan and Asia.
This event's moderator is Hirotaka Yamauchi, who is a Professor at the Graduate School of Commerce and Business Management at Hitotsubashi University. He is teaching and researching applied economics, specializing in social infrastructure and transportation. He is also a member of several deliberative councils of the central government, including the Fiscal System Council of Ministry of Finance and the Information and Communications Council of Ministry of Internal Affairs and Communications et al. He served as vice chairman of the PFI
Promotion Committee of the Cabinet Office.
