JFTC Chairman Eiji Chatani addresses recent antimonopoly act initiatives and the future of competition policy
The ACCJ Competition Policy Committee was honored to host Eiji Chatani, Chairman of the Japan Fair Trade Commission (JFTC), for a timely discussion on how the JFTC is adapting to Japan’s changing economic landscape, on September 29 at Tokyo American Club.
Chairman Chatani spoke about the JFTC’s expanding role, with a focus on enforcing competition law, ensuring fair business transactions, and developing a sound market environment through dialogue.
He provided in-depth insights, including on the latest developments in the implementation of the Antimonopoly Act and fair subcontracting legislation, promoting the establishment of appropriate price pass-through across supply chains, ensuring fair transactions involving freelancers, and the treatment of intellectual property and data. The participants also gained a deep understanding of how critical contemporary issues, such as the proliferation of digital technologies and AI, appropriate price pass-throughs, and economic security, are broadening the Commission's mission.
As Japan faces a declining birthrate, an aging population, and a shrinking workforce, innovation in such areas as the digital and green sectors is essential to the nation’s growth. Chairman Chatani reaffirmed the JFTC's role as a driver of innovation, achieved by working with businesses and diverse stakeholders to foster a fair and competitive environment that supports sustainable growth.

ACCJ競争政策委員会は、公正取引委員会の茶谷栄治委員長をお招きし、「The JFTC, Antimonopoly Act, and Competition」と題した対面イベントを開催いたしました。
本セッションでは、近年拡大を続ける公正取引委員会の役割について、「厳正な法執行」「取引適正化による公正な取引環境の確保」「対話を通じた市場環境の整備」という3つの柱を中心にご講演いただきました。
独占禁止法や中小受託取引適正化法などの最新の運用状況をはじめ、サプライチェーン全体での適切な価格転嫁の定着の推進、フリーランスに係る取引の適正化、知的財産・データの取り扱いなど、変化する経済環境に合わせて競争政策をアップデートするための包括的な取り組みについて、大変示唆に富む解説を賜りました。また、デジタルやAIの普及、価格転嫁、経済安全保障といった現代の重要課題が、同委員会の使命をいかに押し広げているかについても深く学ぶことができました。
少子高齢化および労働力人口の減少に直面する日本において、持続的な経済成長を牽引するためには、デジタルやグリーン分野等におけるイノベーションが不可欠です。公正取引委員会が、多様なステークホルダーとの対話を通じて市場の実情を把握し、健全な競争環境と適切な規制枠組みを維持することで、イノベーションの強力な推進役を担われていることを再認識する大変有意義な機会となりました。
